Can I force insurance to pay for rental car if they take too long to make a decision after assessment?

First off I am in CA and the other liable insurance is Farmers or 21st century. For some reason Farmers is handling the claim. Ok, so I was in an accident in which the other party was at fault. As such their insurance has accepted liability. I have already taken my car get an assessment by one of their representatives at a repair place. But do to their stupidity in a few instances, its taking a long time for them to make a decision as to repair my car or call it a total loss. So because of that, in the mean time I am forced to drive my car which I do not feel comfortable driving in. The passanger seat belt doesn't work so I can't commute to school like I usually do. Bottom line is a have been patient when they did their investigation and everything, but its been a while now and my car is still not even in a shop to get fixed. After all they are completely liable since it was their driver that was at fault. Why do I have to wait day after day, driving a ruined car, while they take their sweet time making their BS decisions? Last week I used autotrader to search for numerous quotes and found one for around 1450. Today I passed my driving test, and went back to the quote but it had to be renewed since last week which is fair enough. The lowest value today was 1576 which I am alright with. I refreshed the page a while later to find that quote had disappeared and the cheapest was 1620, with the company for that quote (elephant) at the bottom with an unable to find a quote detail. I thought it would come back soon, so I refreshed the page and then suddenly the price increased to 2950 minimum and many of the cheaper companies were now listed as unable to find a quote. Strange, but perhaps the websites are too busy to send data. An hour on though and the price is still 2950. Did anyone else have this problem? If so when was it fixed, the same day or next day? My agent asked for photos, and a letter from my parents with what they thought the worth of the car was, signed saying it was a gift. So, that's what we gave him. They stated in the letter they paid $6000 for it 8 years ago. Ok so heres the deal, I am 18, a guy, living in nyc and looking to buy my first car. Now my parents dont drive so Im on my own for insurance. Now Ive been shopping around to every large company and even small, and the lowest I could get a monthly payment down to was around $371 a month. That is the state minimum coverage with no collision coverage. Its gonna be used whatever I get so I dont need the collision. Now the help I need is if anyone knows any possible way to get anything cheaper, I can deal with something like $200-$250 a month. If anyone has a success story or knows any agents or brokers personally and could help, Id love to know. Now dont tell me I should go on a family member or something, thats not an option. Ive done all the research and been doing quotes 24/7. Now Im a student just trying to get to school and work safely and efficiently. I have a clean license nothing on it. Okay, this is extremely frustrating. I'm a 19 year old student, who works part time. I have all-state insurance full coverage, and I drive a 2001 toyota tacoma, which is paid off. And guess how much Allstate charges me every 6 months? $750!!!!!!!!!!!! That is absolutely ridiculous. These son of a bitches are totally ridiculous charging me that. I am 18 years old (about to turn 19) and gonna buy a 350Z (well my parents are). I have always wanted one and I am getting it for looks and commuting only.
